Statement from Terri Miller, President of the National Center to Stop Educator Sexual Misconduct (NCSESAME), on the National Educator Safety and Accountability Act of 2025
“NCSESAME strongly applauds the introduction of the National Educator Safety and Accountability Act of 2025, a critical step toward protecting students and strengthening accountability in schools nationwide.
For decades, gaps in reporting and oversight have allowed educators who engage in sexual misconduct to move between schools without full disclosure. This legislation directly addresses that failure by establishing a National Educator Misconduct and Discipline Registry and requiring consistent reporting by schools that receive federal funding. These measures would help end the dangerous practice known as ‘pass the trash’ and bring much-needed transparency to a system that has too often failed students.
By elevating educator sexual misconduct to the national level and prioritizing prevention, accountability, and data-driven solutions, this bill reflects the lessons learned from survivors, advocates, and researchers across the country. Child safety is not partisan, and protecting students must always come first.
