Robert Shoop, Ph.D.

Dr. Robert Shoop is a nationally recognized expert in education law, with a specialized focus on sexual harassment and abuse prevention, employment law, and risk management. As a seasoned forensic expert witness, he has testified in over 100 court cases and provides practical, real-world guidance on creating safe working and learning environments while minimizing the risk of litigation.


Dr. Shoop has been a prominent voice in national media, appearing on CNN, The Today Show (with Katie Couric and Matt Lauer), ABC’s 20/20, MSNBC with Lester Holt, Day and Date, The Jim Bohannon Show, The Oliver North Show, The Mark Fuhrman Show, The Mark Walberg Show, ESPN’s Outside the Lines with Bob Ley, and Fox News with Greg Kelly. He also serves on the editorial advisory board for the Educator's Guide to Controlling Sexual Harassment.


A dedicated educator, Dr. Shoop has taught at Kansas State University since 1976 and continues to serve as a Senior Scholar in the university’s Leadership Studies program. He is a two-time recipient of the university’s Outstanding Professor Award—at both the graduate and undergraduate levels.


Dr. Shoop is also president of Quality Work Environments, Inc., a consulting group that advises school districts, universities, and corporations on standards of care, harassment and abuse prevention, and organizational risk management. He has conducted training and keynotes nationwide, including presentations tailored to members of the American Feed Industry and other professional associations.


He is the author or co-author of more than 20 books, including:

In addition to his written work, Dr. Shoop has produced six educational video programs, including:

These productions have earned numerous honors, including the First Place Award at the 1996 National Council of Family Relations Annual Media Competition, the Gold Award of Merit at the Houston Film Festival (1996), and the Golden Camera Award at the International Film and Video Festival (1995).


Dr. Shoop has published over 100 journal articles, monographs, and book chapters, contributing widely to national discourse on school law and student safety.
